Meta & TikTok Ads ROAS Formula for Pakistani Brands: How to Scale Sales on a Low Budget (2026-27 Guide)

By Usama | Digital Duniya | Last updated: November 2026 | Reading time: ~30 minutes

Imagine this. You open an online store in Faisalabad or Lahore. You put Rs. 5,000 into Facebook and TikTok ads. Messages come, a few orders come, and the dashboard says "3.2x ROAS". You feel like a genius. But at the end of the month, after paying the courier, after parcels come back, there is almost no cash in your hand. What happened?

The answer is one number that most beginners never calculate properly: ROAS (اشتہار پر خرچ کے مقابلے میں سیلز کا تناسب). And in Pakistan, where almost every order is Cash on Delivery, the ROAS you see on screen is not the ROAS that makes you rich.

In this guide I will teach you like a teacher sits with a student: slowly, with real rupee examples, one step at a time. By the end you will know how to find your own break-even ROAS (وہ ROAS جس پر نہ نفع نہ نقصان), how to test ads on a small budget, how to read your numbers every day, and how to scale without burning money.

Quick summary

The short answer: ROAS = revenue from ads ÷ ad spend. For a Pakistani COD store, your break-even ROAS must include product cost, packing, courier charges and returned parcels. With a 25% return rate, the store in our example needs 2.64x just to break even and about 3.3x to 3.8x to make real profit. Anything shown below that is a loss, even if the dashboard looks happy.

What is new in 2026-27
  • TikTok self-serve ads are now available in Pakistan. TikTok launched its self-service Ads Manager for Pakistani businesses in December 2025, and reports say local billing with Pakistani cards is supported.
  • Meta's AI decides more than you do. After Meta's Andromeda and Advantage+ changes, your creative (video or image) matters more than detailed targeting.
  • Taxes on digital ads. Pakistan introduced a 5% tax on digital ad spending from the 2025-26 budget, and the 2026-27 budget proposals add more digital levies. Always check your own invoice and add any tax to your ad cost.
  • COD is still king. Recent industry reports say about 9 out of 10 online orders in Pakistan are still Cash on Delivery, and many sellers report 25% to 30% returns.
  • Q4 is expensive. October to December usually pushes ad costs up because everyone advertises for 11.11, Black Friday and winter sales. Plan for it.

1. ROAS in Simple Words (The Chai Stall Lesson)

ROAS means Return on Ad Spend. It answers one question: "For every Rs. 1 I spent on ads, how many rupees of sales came in?"

ROAS = Sales from Ads ÷ Ad Spend
Chai stall example

You spend Rs. 1,000 on a banner for your chai stall. After the banner, customers pay you Rs. 3,000 in total. Your ROAS is 3,000 ÷ 1,000 = 3x.

But wait. Milk, sugar, tea leaves, gas and your helper's salary also cost money. If those cost Rs. 2,500, you are left with only Rs. 500 profit, and the banner already took Rs. 1,000. So you actually lost Rs. 500 even with a "3x ROAS". This is the most important lesson: ROAS is about sales, not profit.

Key words you must know (in easy language)

WordEasy meaning
ROAS (ROAS)Sales ÷ ad spend. Rs. 10,000 spent, Rs. 30,000 sales = 3x.
Break-even ROAS (نفع نقصان برابر)The lowest ROAS where you do not lose money. Below this = loss.
Profit before ads (اشتہار سے پہلے کا منافع)What is left from one order after product, packing, courier and returns, but before ad cost.
CPA (Cost per Acquisition) (ایک آرڈر کی قیمت)How much you paid in ads to get one order.
RTO (Return to Origin) (واپس آنے والے پارسل)Parcels that the customer refused or that were not delivered, so the courier brings them back.
COD (کیش آن ڈیلیوری)Customer pays cash when the parcel arrives.
Creative (اشتہار کی ویڈیو یا تصویر)The video or image of your ad.
Pixel (ٹریکنگ کوڈ)A small tracking code on your website that tells Meta who bought.
Meta and TikTok Ads ROAS strategy for Pakistani online stores

2. Why Your Dashboard ROAS Lies in Pakistan

Meta and TikTok count an order the moment the customer presses "Order". They do not know what happens 4 days later when the courier knocks on the door. In Pakistan, three leaks hide between "order placed" and "cash in your hand".

  1. Returns (RTO). Industry reports in 2026 say COD makes up roughly 90% or more of Pakistani online orders, and many Shopify stores see 25% to 30% of parcels come back. Some product types have even higher returns. If 1 in 4 parcels returns, your dashboard sales are 25% fake.
  2. Double courier cost. A returned parcel is not just "no sale". You still paid the courier to go and to come back, plus the packing.
  3. Tracking gaps. Many Pakistani customers click your ad, then message on WhatsApp and order there. The dashboard may not see that order at all, or may see it late.
Teacher's warning

If 30% of your orders return, you deliver only 70 out of 100. To get the same delivered sales, your cost per delivered order rises by about 43% (because 1 ÷ 0.70 = 1.43). That is why a "good" dashboard CPA can still be a bad business.

3. Step by Step: Calculate Your True Break-Even ROAS

Take a pen and paper (or Excel). We will use a simple product that sells for Rs. 3,000. Replace the numbers with your own.

Step 1: Write your costs for one delivered order

ItemExample (Rs.)Your number
Selling price3,000
Product cost (what you paid the supplier)1,000
Packing (box, tape, sticker)50
Courier delivery charge (including COD fee)300
Total cost per delivered order1,350
Profit per delivered order, before ads3,000 − 1,350 = 1,650

Step 2: Add the cost of a returned parcel

When a parcel comes back, you lose courier charges both ways and the packing. We will assume the product returns safely and can be sold again. Let us say a returned parcel costs you Rs. 400. (Check your courier rate card for the real number.)

Step 3: Choose your return rate (RTO)

Count parcels returned ÷ parcels dispatched over the last 30 days. If you are new, use 25% to be safe, because that is a commonly reported figure for Pakistani COD stores.

Step 4: Do the math for 100 orders

LineCalculationAmount
Orders placed (what the ad dashboard counts)100
Delivered / Returned25% return rate75 / 25
Sales shown in Ads Manager100 × 3,000Rs. 300,000
Sales you really receive75 × 3,000Rs. 225,000
Product + packing + courier on delivered75 × 1,350Rs. 101,250
Loss on returned parcels25 × 400Rs. 10,000
Profit before ads225,000 − 101,250 − 10,000Rs. 113,750
Profit before ads, per order placed113,750 ÷ 100Rs. 1,137.50

Step 5: Find your two magic numbers

Break-even CPA = Profit before ads per order placed = Rs. 1,137
Break-even ROAS = Selling price ÷ Break-even CPA = 3,000 ÷ 1,137.5 = 2.64x

What does this mean in plain words? You can pay a maximum of about Rs. 1,137 in ads to get one order. If one order costs you Rs. 1,500 in ads, you lose money on every sale, no matter how happy the dashboard looks.

Teacher's tip: see how returns change everything

Same product, same prices. Only the return rate changes. Look at how your break-even ROAS jumps.

Return rate (RTO)Profit before ads per order placedBreak-even ROAS
0% (no returns, unrealistic)Rs. 1,6501.82x
10%Rs. 1,4452.08x
20%Rs. 1,2402.42x
25% (our example)Rs. 1,1372.64x
30%Rs. 1,0352.90x
40%Rs. 8303.61x

Many guides (including the earlier version of this article) stop at the "no returns" row and say break-even is 1.8x. That is only true if every single parcel is delivered. In real Pakistani COD, fixing returns is as powerful as fixing ads.

Step 6: Set your target ROAS (for real profit)

Break-even is survival. You want profit. Decide how much of the "profit before ads" you want to keep.

GoalAd budget as % of profit before adsROAS needed (our example)
Just survive100%2.64x
Keep 20% as profit80%3.30x
Keep 30% as profit70%3.77x
Rs. 10,000 ad test at 3.3x ROAS

Ad spend Rs. 10,000 × 3.3 = Rs. 33,000 sales shown = 11 orders. Each order leaves Rs. 1,137 before ads, so 11 × 1,137 = about Rs. 12,500. Subtract the Rs. 10,000 ad cost and you keep about Rs. 2,500. Small, but real. This is how a healthy low-budget store grows.

Do not forget ad taxes and fees

If your ad invoice includes tax or your card has extra charges, add them to your ad spend. Rs. 10,000 of ads may really cost you Rs. 10,500 or more. Check one real invoice and use the real number in your calculation.

4. The 4 Numbers Behind Every Ad

Your cost per order is not magic. It comes from four numbers working together like a pipe. If one part leaks, the whole pipe leaks.

NumberEasy meaningWho controls it?
CPM (ایک ہزار بار اشتہار دکھانے کی قیمت)Cost to show your ad 1,000 timesAuction, season, audience
CTR (اشتہار دیکھ کر کلک کرنے والوں کی شرح)Out of 100 people who see the ad, how many clickYour creative and hook
CPC (ایک کلک کی قیمت)CPM ÷ (1,000 × CTR). Higher CTR means cheaper clicks.Result of CPM and CTR
Conversion rate (وزیٹر کے خریدار بننے کی شرح)Out of 100 visitors, how many orderYour website, price, trust, offer
CPA = CPC ÷ Conversion rate

Example A: a leaking pipe (loss)

Assume CPM = Rs. 500. CTR = 1.5%. Conversion rate = 2%.

  • 1,000 impressions cost Rs. 500 and give 15 clicks (1.5% of 1,000).
  • CPC = 500 ÷ 15 = Rs. 33.
  • CPA = 33 ÷ 0.02 = Rs. 1,667 per order.
  • ROAS = 3,000 ÷ 1,667 = 1.8x. Our break-even CPA was Rs. 1,137, so this ad loses about Rs. 530 on every order.

Example B: the same store, after fixing two things

New video raises CTR to 2%. Better product page, WhatsApp support button and clear COD message raise conversion to 3%.

  • CPC = 500 ÷ 20 = Rs. 25.
  • CPA = 25 ÷ 0.03 = Rs. 833.
  • ROAS = 3,000 ÷ 833 = 3.6x, which is above break-even and near our profit target. Profit per order = 1,137 − 833 = about Rs. 304.
The lesson

You did not change the budget. You only improved the video (CTR) and the website (conversion). That is why smart sellers spend more time on creatives and product pages than on fighting the algorithm.

Note: CPM and CTR benchmarks you see online come from third-party websites and differ a lot. Some sources put Pakistan's Facebook CPM at roughly $0.80 to $1.50 and Instagram at $1.20 to $2.20, and global e-commerce CTR around 1% to 2%. These are only rough guides. Your own Ads Manager is the real truth, and numbers go up during Q4 sale season.

5. Meta Ads vs TikTok Ads in 2026-27

How Meta works now (in teacher language)

Before, sellers wasted days choosing "women, 25 to 34, interested in fashion". Today, Meta's AI looks at your video and finds the buyers by itself. So your creative is your targeting. Practical rules for 2026-27:

In-Content Ad
  • Keep your structure simple. One campaign, one or two ad sets, several different videos. Do not split Rs. 3,000 into ten ad sets.
  • Use broad targeting (all Pakistan or your delivery cities, wide age) and let the creative find the people.
  • Feed the learning phase. (سیکھنے کا مرحلہ) Meta generally wants about 50 conversions per ad set per week to settle. With a Rs. 900 CPA that is about Rs. 45,000 a week, which many small stores cannot afford. Do not panic: use one ad set and, if needed, optimise for an earlier step such as "Initiate Checkout" until your order volume grows.
  • Do not keep editing. Big budget changes (over about 20%), new targeting, or swapping the bid can restart learning and make results shaky for days.

How TikTok works for Pakistani brands

  • Make videos that look like a normal TikTok, not a TV advert. Real faces, real voice, real home.
  • Use Spark Ads (کسی ویڈیو پوسٹ کو ہی اشتہار بنا دینا): boost a good organic video or a creator's video, so it keeps likes and comments, which builds trust.
  • Start with a small test, keep the same break-even maths, and send people to a mobile-friendly product page that loads fast.

6. Before You Spend a Rupee: Tracking and COD Setup

A sports coach does not send a player to a match without a warm-up. Do these steps first. They cost almost nothing and save thousands.

Part A: Tracking checklist

  1. Install the Meta Pixel and the Conversions API (ٹریکنگ کا زیادہ مضبوط طریقہ) through Shopify or WooCommerce. Pixel alone misses many events today because of browser privacy settings.
  2. Check these events fire: View Content, Add to Cart, Initiate Checkout, Purchase. Test with one real order.
  3. Install the TikTok Pixel the same way if you plan to run TikTok.
  4. Use UTM links so Google Analytics can show which ad brought which order.
  5. Make one simple tracking sheet (see Section 10). Dashboards are not enough in COD.
  6. WhatsApp orders: if customers order on WhatsApp, write every such order in your sheet with the ad name, so you can still count it.

Part B: Cut your returns before scaling ads

Every 10% you cut from returns lowers your break-even ROAS (see the table in Section 3). These are the most useful fixes for Pakistani sellers:

  • Confirm every order on WhatsApp or by call before dispatch. A short message in Urdu or Roman Urdu with name, address, product and price works well.
  • Partial advance payment (کچھ رقم پہلے لینا): some stores ask for a small advance (for example 20% to 30% through Easypaisa or JazzCash) on high-risk or high-value orders. Sellers report fewer returns, but you may lose a few impulse buyers, so test it on your own store.
  • Clean addresses. Ask for a phone number, nearest landmark and city. Wrong addresses cause many returns.
  • Keep a "problem customer" list. A small group of repeat offenders usually causes a big part of fake orders.
  • Be honest in your ad. If the video promises more than the product gives, the customer refuses at the door. Honest ads give fewer orders but more delivered parcels.
  • Compare couriers. Check delivery success rate, not just price, for your main cities.
Cash flow warning (very important)

You pay Meta or TikTok today. COD money reaches you after delivery and settlement, often several days later. If you scale ads fast with no spare cash, you can run out of money even when the business is profitable. Keep a buffer, and ask your courier about faster payment options.

7. Low-Budget Launch Plan and Testing Rules

How much money do I need?

Do not copy anyone's "Rs. 500 per day" story blindly. Use your own math. A simple starter plan for a store with a break-even CPA around Rs. 1,100:

ItemStarter suggestion
Campaign1 sales campaign (optimise for Purchase)
Ad sets1 (or 2 at most)
Daily budgetAbout Rs. 2,000 to Rs. 3,000 per day in total
Creatives3 to 5 truly different videos or images (not the same video with a different colour)
Test lengthMinimum 3 to 5 days before big decisions, and look at orders, not just clicks
First test spendAround Rs. 10,000 to Rs. 15,000 to learn whether the product has any chance

If this is too much, test a cheaper product first or start with a smaller budget but be ready for slower learning. A tiny budget spread over many ad sets teaches you nothing.

Decision rules using your break-even CPA

These are practical rules of thumb, not Meta's official law. Our example break-even CPA is Rs. 1,137.

What you seeWhat to do
Spent less than 1× break-even CPA (about Rs. 1,100), no order yetWait. It is too early.
Spent about 2× break-even CPA (about Rs. 2,300), zero orders, but clicks are finePause that creative. Check your page and offer too.
3 or more orders and CPA below about Rs. 800Winner. Keep it running and scale slowly.
CPA between Rs. 800 and Rs. 1,137Okay. Keep running and improve the hook or page.
CPA above Rs. 1,137 after enough spendPause. You are losing money.

8. Winning Video Creatives: The Real Secret of Low Ad Spend

With broad targeting and AI delivery, a strong video can make your CPM and CPC lower, and a weak video can ruin the best product. Think of the ad as a shop-window: you have about 3 seconds to stop a walking customer.

The 6-part script (30 seconds)

SecondsPartExample for a kitchen vegetable chopper
0 to 3Hook (پہلے 3 سیکنڈ جو روک لیں)"Sabzi kaatne mein 20 minute? Ab sirf 2 minute!"
3 to 8ProblemShow a tired person crying while cutting onions
8 to 20DemoChop onions, tomatoes and carrots in a few seconds, close-up, real hands
20 to 25ProofCustomer WhatsApp review screenshot or short unboxing clip
25 to 28Offer"Aaj order karein, delivery free" (only if it is really true)
28 to 30Call to action"Cash on Delivery available. Abhi order karein."

7 different angles for the same product

Meta's system likes variety. Do not make 5 copies of one video. Make 5 different ideas (مختلف زاویے).

  1. Problem and solution: "Ye masla hai, ye iska hal hai."
  2. Before and after: a clear visual change.
  3. Customer review: real screenshots and voice notes (with permission).
  4. Unboxing: shows the real parcel, which builds trust for COD buyers.
  5. Price and value: "Market mein Rs. 4,500, yahan Rs. 3,000" (only if true).
  6. Gift idea: for Eid, weddings, birthdays, Rakhi-style occasions or winter gifting.
  7. Comparison: your product against the ordinary alternative.

Creative rules that save money

  • Vertical 9:16 video (1080 × 1920) for Reels and TikTok. Keep important text away from the very top and bottom where buttons cover it.
  • Add subtitles. Many people watch without sound.
  • Use Urdu or Roman Urdu text, Pakistani homes, and relatable faces. Your customer should feel "this is for me".
  • Be honest. Fake before and after images hurt you twice: policy trouble and more returns.
  • Refresh often. When the same people see the same ad again and again, it gets tired (اشتہار سے اکتا جانا). Watch frequency and CTR; when CTR drops and costs rise, bring a new angle.
  • Test one big idea at a time. New hook, new offer, new format. Not all three together.

9. How to Scale Without Killing Your ROAS

You found a winner. Excitement is dangerous now. Many sellers double the budget overnight, performance falls, and they blame the platform. Scale like a driver climbing a hill: slowly and steadily.

  1. Prove it first. Do not scale until you have enough orders (at least several delivered ones, not only placed ones) and the real ROAS is above your target.
  2. Vertical scaling (raise the budget slowly). Increase by about 15% to 20% every 2 to 4 days. Big jumps can restart learning. On a very small account, try 10% steps.
  3. Horizontal scaling (spread the winner). Duplicate the winning ad into a new ad set, try a new audience or a new city group, or test the same video on TikTok.
  4. Add new creatives every week. Budget scaling without new creative is the fastest way to hit a wall.
  5. Use retargeting (پرانے وزیٹرز کو دوبارہ اشتہار). People who visited or added to cart but did not buy are cheaper to convert. Use a small budget with a reminder or an offer.
  6. Protect your cash. Remember COD settlement delay. Scale only as fast as your cash buffer allows.
  7. Roll back when needed. If CPA rises sharply for 2 days after a budget increase, return to the old budget and wait.
Planning for 11.11, Black Friday and winter sales
  • Start warming up 10 to 14 days before. Ad costs often rise in Q4, so a CPA that was fine in September may be too high in November.
  • Prepare stock, packing staff and courier slots first. A sales spike with late deliveries creates returns.
  • Prepare a simple offer: bundle, free delivery, or small discount. Check that it still leaves you above break-even.

10. Your Daily and Weekly 5-Minute Routine

Daily check (5 minutes)

11. 10 Common Mistakes (and Fixes)

  1. Using "Boost Post" for sales. It is built for reach, not for sales. Use a proper sales campaign.
  2. Not calculating break-even. Fix: do Section 3 for every product.
  3. Trusting dashboard ROAS only. Fix: track delivered orders.
  4. Too many ad sets on a tiny budget. Fix: consolidate.
  5. Judging after one day. Fix: wait for enough spend and orders.
  6. Editing ads daily. Fix: change one thing at a time and give it time.
  7. Copying a competitor's video exactly. Fix: use the same idea with your own proof and voice.
  8. Weak product page. Fix: clear photos, short benefits, reviews, COD message, fast loading.
  9. No order confirmation process. Fix: WhatsApp or call confirmation every day.
  10. Scaling without cash. Fix: keep a buffer and scale in small steps.

12. 30-Day Action Plan

WeekWhat to do
Week 1: FoundationCalculate break-even CPA and ROAS. Install pixels and Conversions API. Fix product page. Set up WhatsApp confirmation. Prepare 5 different creative ideas.
Week 2: TestLaunch one campaign with 3 to 5 creatives. Keep the budget steady. Record daily numbers in your sheet.
Week 3: DecidePause losers using the decision table. Keep winners. Check real delivered ROAS. Make 3 new creatives based on what worked.
Week 4: Scale carefullyRaise budget in 15% to 20% steps. Add retargeting. Test the winning video on TikTok or Meta (whichever you did not use yet). Review returns by city.

13. Frequently Asked Questions

What is a good ROAS for e-commerce in Pakistan?

There is no single number. A good ROAS is one that is clearly above your own break-even ROAS. For many COD stores with a 20% to 30% return rate, that usually means around 3x to 4x on the dashboard. Use the steps in Section 3 to find yours.

How much daily budget do I need to start testing ads?

A practical start is about Rs. 2,000 to Rs. 3,000 per day in total for one campaign, and a first test spend of around Rs. 10,000 to Rs. 15,000. Cheaper products with lower CPA can start smaller. Avoid splitting a small budget into many ad sets.

Why do my Meta ads get clicks but zero orders on my store?

Usually the ad promise and the page do not match, the price feels high, the checkout is long, or the mobile site is slow. Use the "clicks but no orders" table in Section 7 to find the leak.

Should I start with Meta or TikTok?

If you already have a good product page and want steady orders, start with Meta. If your product is visual and you can make many short videos, test TikTok too. The break-even math is the same for both.

Can Pakistani businesses run TikTok Ads directly now?

TikTok launched a self-serve Ads Manager for Pakistani businesses in December 2025, and reports mention local billing options. You normally need a verified business account. Rules and features can change, so check TikTok's official page before you pay.

Why is my Ads Manager ROAS higher than my real profit?

Because the dashboard counts orders placed, while you only earn on delivered orders. Returns, courier charges, fake orders and taxes sit between the two. Always compare against delivered sales.

How can I reduce COD returns?

Confirm every order by WhatsApp or call, collect a clear address, consider a small advance on high-risk orders, keep your ads honest, and compare couriers by success rate. Even a 5% to 10% fall in returns makes a big difference.

Do ads cost extra because of tax in Pakistan?

Pakistan has introduced taxes related to digital advertising and digital services, and the exact effect on your invoice can depend on your payment method and billing setup. Look at a real invoice and add the real extra cost to your ad spend.

How long should I wait before judging an ad?

Do not decide on day one. Use the decision table: judge by spend compared with your break-even CPA, and look at orders, not likes. Three to five days of steady spending is a sensible minimum for a first decision.

Do I really need the Pixel and Conversions API?

Yes. Without good tracking, the platform cannot learn who buys, and your numbers will be unreliable. Set them up before you spend.
